Short Bio
Louise Stoney has worked on early care and education policy and finance for over twenty-five years. She has authored numerous reports and articles on early childhood finance, most recently Smarter Reform: Moving Beyond Single Program Solutions to an Early Care and Education System as well as the widely cited publication Financing Child care in The United States: An Expanded Catalog of Current Strategies. Louise has played a key role in the Linking Economic Development and Child Care project since its inception. She has conducted economic impact research (It Makes Work Pay: An Economic Development Strategy for Kansas and The Child Care Industry: An Integral Part of Long Island's Economy); has explored innovative management approaches that aim to maximize efficiency, help improve quality and stabilize the early care and education industry (Collective Management of Early Childhood Programs); and has helped many state study teams roll-out reports, craft recommendations and envelop new policy options.
